Randy Spence, PE
Division Manager
Mr. Spence has successfully designed and managed municipal and utility projects since 1993. Prior to 1993, Mr. Spence gained experience in environmental investigations and remediation. As a project manager, he has directed a number of water, wastewater and natural gas projects from conceptual planning through final construction. Project tasks have included project development, assistance with funding procurement, computer modeling, permitting, design, plan and specification preparation, property acquisition, and construction engineering. He has completed projects with funding from the Community Development Block Grant (CDBG) program, Rural Development, the State Revolving Fund (SRF) loan program, EPA, and several other sources.
His Utility Experience Includes:
- Design of extensions, looping, and relocations of natural gas systems
- Master Planning and network modeling of natural gas systems
- Planning and design of sewer treatment plants, pump stations and force mains, interceptors
- Planning and design of storage tanks, main extensions and booster stations for water system improvements
